Based on the Image above, The Terms Perfume and Cologne are meant to describe Fragrances with a specific concentration of perfume oil.
However even though Perfume and Cologne are the most commonly used terms for Fragrances, it isn't the most common concentration of perfume oil for Fragrances.
Most fragrances are classed as Eau De Parfum, and thus many Fragrances are not considered purfume/cologne since Eau De Parfum has higher concentration of perfume oil compared to Eau De Cologne, but lower concentration of perfume oil compared to perfume.
With that being said, the most popular concentration is Eau De Toilette due to the (Usually) Cheaper price.
